ASSOCIATION OF SERVICE YACHT CLUBS

The Constitution

OBJECTS

1. The objects of the Association will be:

a. To work with the single Service Sailing Associations to encourage the sport of sailing across the Services in all its aspects, especially for younger members.

b. To work with the single Service Sailing Associations to promote sailing as a high profile sport across the Services.

c. To provide backing for major Service sailing events, to help ensure optimum participation, publicity, sponsorship and commitment.

d. To provide guidance on sailing to the Ministry of Defence through the Combined Services Sports Board (CSSB).

e. To act as the co-ordinating body for sailing in the Services by:

(1) Appointing Lead Rear Commodores for each discipline of sailing.
(2) Helping to ensure coherence across the annual sailing calendar.
(3) Encouraging and assisting the arrangement of Inter Service events, including VIP attendance.
(4) Promoting Combined Service event opportunities.
(5) Facilitating discussions on boat procurement to aid commonality.
(6) Helping to spread best practice across the Services.
(7) Being available to represent Service Associations when dealing with outside bodies such as Government, RYA, RORC etc.
(8) Administering such funds which may be placed under the control of the Association.

ACCOUNTABILITY

2. The Association will be accountable to:

a. The CSSB for complying with Services sports policy and administration.
b. The RYA for complying with the rules of the National Governing Body.

OFFICERS OF THE ASSOCIATION

3. The Officers of the Association will comprise:

President
Vice President
Honorary Treasurer
Honorary Secretary

4. The President of the Association will be a serving officer, preferably of three star or above, nominated in rotation by the RNSA, the ASA and the RAFSA and will serve a period of three years or other period if mutually agreed. If an individual cannot serve for three years, the Service Association may appoint a successor for the remainder of their Service tenure. The President will normally be relieved by the Vice President.

5. The Vice President will be a serving officer, preferably of two star or above, nominated in rotation by the RNSA, the ASA and the RAFSA and will serve a period of three years or other period if mutually agreed. If an individual cannot serve for three years, the Service Association may appoint a successor for the remainder of their Service tenure. The Vice President should ideally be from a different Service to the President.

6. The Secretary (preferably of OF5 rank) and the Treasurer shall be elected by the Council. They will retire after serving for three years but will be eligible for

7. The Council will comprise:

a. The Officers.
b. The Commodores and Vice Commodores of each Service Association.
c. The Rear Commodores Offshore, Dinghy and Windsurfing of each Service.
d. The General Secretary/Honorary Secretary as appropriate of each Service.
e. A representative from the Civil Service Sailing Association (non-voting).
f. A representative of the Combined Services Sports Board (non-voting).

8. One ordinary meeting of the Council will be held annually (normally each November).

9. An extraordinary meeting of the Council will be convened at the request of the President or at least five members.

10. Two months’ notice will be given of any Council meeting to all officers and members and the Agenda shall be distributed at least 2 weeks in advance.

11. Council members should not normally be represented at meetings but can be by approval of the President.

12. Irrespective of representation at meetings, each service will have only one vote.

13. The Officers of the Association will manage the day to day affairs of the Association and have full powers and authority over the use, disposition and investment of all funds. A report will be rendered annually to the Council on the management of the affairs of the Association.

MANAGEMENT

14. The management of the Association between Council meetings shall be conducted through committees and such Sub Committees as may be required:

a. Select Committee. The appropriate (to the issue) Rear Commodores of each Service Sailing Association or their delegates under the chairmanship of the President or Vice President shall form the Select Committee of the Association. The Select Committee will be the representative advisory body on Joint Service sailing matters.
b. Sailing Committee. The sailing selectors from the three Service Associations, normally the Rear Commodores for the appropriate discipline shall form a Sailing Committee to decide on Combined Service representation in competitive sailing events.
c. Sub Committees. The Council or the Select Committee may set up sub committees to report on any matters of detail.
d. Lead Rear Commodores. Each of the sailing disciplines will appoint a lead Rear Commodore who, supported by the other 2 Rear Commodores, should ensure coherence and co-ordination for that discipline across the 3 Service Associations, and should take the lead in raising any appropriate issues to the Council as necessary. Additionally, they are responsible for maintaining the whereabouts of all their respective trophies.

15. To assist preparation for the Annual Council Meetings (ACM), Lead Rear Commodores will meet with their 2 opposite numbers at least a month before the ACM, and individual Rear Commodores will hold their own single Service meetings at least a month before that.

FINANCE

16. The financial year for the ASYC accounts shall run from 1 October to 30 September each year. The accounts are to be audited and presented to the Council annually.

GOVERNANCE

17. This Constitution can only be altered by a two-thirds majority, each Service having only one vote. Email and silence procedure can be used.
